can we convert a Suzuki DT 40 serial # 131328 short shaft to a long shaft and what would we need to do this

there is various kits available, although I don't know for sure if yours is available, it needs, a drive shaft, water tube, (or extension), gear shift rod, spacer, longer bolts, perhaps your best option is to buy a scrapped second hand long shaft and swap the parts, or buy another motor that is long shaft already.
