Default DF 140 Tilt & Trim
2002 140 With power at the motor and helm for up, but nothing in the down position at both ends. Could this just be a bad earth or relay

You should have power at the helm in down with button depressed. If you do and there is no power at the motor, then I would say relay.

With no power at the helm for down (if I understand your post correctly) I would suspect the helm PTT switch first.
