suzuki 4 hp 4/ 2005 decompression valve

hi ,has anyone found a way to get round the problem of a non working decompression valve..i was told that a compleat strip down was required as its situated in the block,,verry expensive...in fareness it will sometimes work ,but only for one pull of the cord. If your strong enough to start it , runs great ,however the occasional kick back is lethal..its not easy to pull a compressed engine ...any advice /help welcomed...
