Motor Tilt completely stopped working - 2007 Suzuki 140

I have a 2007 Suzuki 140 four stroke. The motor will no longer tilt up or down and make no sound. As if there is no power. I have checked the fuses, cleaned the connections, charged the battery, and engine will start. The last time it worked it sounded almost like it was straining to lift the motor.

I'm guessing its the relay but not sure since it wont move up or down. Does this motor have one relay or two? When i look at the parts diagram it appears the relay is one unit.
