I would say you're doing alright with that compression mainly because there is very little varience between cylinders. We sometimes say that motors are "getting tired" when they have lower compression across all cylinders. New rings can help sometimes if compression is low. The rings and cylinder walls can simply wear under use and abuse causing lower compression.

It may not be a blockage if those tricks didn't work. The motor may not pee out of the indicator hole if it is not warm because of the thermostat, but you don't want to run it too long and burn it up. If it's running for a couple minutes and still doesn't squirt water then you may have a problem.
