maybe siezed?

i have a Dt4 4hp 2 stroke, engine looks perfect, prop spins , very clean...unfortunately im thinking it is siezed up, the pull start wont turn the engine over,just pulls out a few inches and wont go any further, i pulled the top off, and couldn't turn the flywheel/magneto by hand or by force...it hasnt been run in awhile, but just a few months ago it would at least turn over...any ideas as to what could be the problem

If you can't turn it at all by any means, it is seized, why is anyone's guess, you will have to sort that out bit by bit, remove the plugs and see if any of them look rusty, get a socket on the flywheel nut and try to gently rock it back and forth and listen/feel for anything that might be binding somewhere.

Pull the plugs and pure some penetrating oil into pots and let it sit overnight
