2008 df 140 problems

I've got a df 140 that idles rough and only runs 4900 rpms wide open. Normally i get 6000 wide open. Water seperator had water in it, so changed it and all plugs and drained talk. Took it for test ride today, starts up fine, seems to idle bette but still sluggish to get on plane and will only turn 4900. Anyone had any problems like this before? No warning lights and motor actually sounds like it does when running wide open, but lacking rpms

When you get a load of fuel with water in it, it typically has other crap in it as well.

You should change and clean out all fuel filters including the one in the VSR. my bet is that all or some of them are clogged with crap.
