DF 40.. RPM will not exceed 3000

I have a DF40 model and it sat up for little over a year.. I have took all fuel out and cleaned tank. replaced with no-ethonal fuel and added lucas fuel injector cleaner... pulled fuel line hose and hose aft of fuel pump ran all old fuel out.. so I should not have a fuel problem.. The motor cranks up --easely, runs on hose and lake perfectly, not unusual noise, but when the motor gets to 2800-3000 rpm its seems to go into RPM reduction or safe mode.. it revs up little and back down but stays at 2800 rpm.. it appears to be some type of electrical problem.. can you please give me any advise???

Did this kind of problem happen before it sat for one year? If not are you sure you tested it the same way you are testing it now?
