90 DF HP Fuel Pump & Regulator

After letting my 2005 90 df sit up for about a year without starting [yeah I know but I had no choice] it won't start. I cleaned the injectors and got them spraying good, I checked the hp fuel pump by direct hook-up and it doesn't make a sound or pump so I will replace it.The regulator is suspect also so might as well replace too.The manual just says remove it and shows one little philips screw holding it down. I remove the screw but the regulator seems to be stuck and don't won't to break anything by forcing it,will it just pull out or is there something else holding it underneath, like a grommet ?

I found a parts diagram that shows a fuel inlet tube with grommet or O ring but rather have someone confirm it before proceeding .
