2002 suzuki df60

i have a 2002 suzuki 60hp 4stroke
in gear or in neutral it hits the rev limiter at 3000 rpm
the neutral safety switch works like it's supposed too
it does it with the neutral safety switch bypassed also
any help would be great

the 3000 RPM is a protection mode when something is wrong
