I have a 03 115 4 stroke tiller. Runs perfect until I get between 4000 and 4500 RPMs. When it gets to those RMPs it boggs down and sometime will throtle back up bit not all the time. Any idea on what is going on?

CJ, I'm not a motor expert or particularly mechanically inclined. I had a similar problem on one of my 09 DF175s. Taking apart the vapor separator tank and cleaning it and the screens in it solved the problem. Do a little searching and see if VST symptoms match yours. On my motor it was an easy fix.
