DF140A revving

My motor will run at 5000 rpm then suddenly drop to 3500 and then back up. this also happens in lower range. I put a new fuel filter in but no change. any suggestions?

I would check everything fuel related. Does the primer bulb go flat when this occurs, how old are the fuel lines, change inspect water sep filter, check high and low pressure fuel pump. I would start with the easiest and work my way down.

Check your pick up tube in your fuel tank and fuel lines.
