Dt-115 RPM surge

Dt-115 1997 "V" model, RPM surges up and down during first 30 minutes of operation. After that it smooths out and operates normally. This is an electronic fuel injection motor but it feels like the four barrel is kicking in and out! Is one of the sensors going bad? I already replaced the block temp sensor.

It sounds like the throttle body is sticking/ not moving freely.
Do you have the manual for your motor?
