Circlip on Steering Bracket

Was wondering if I need to get a new circlip. Just noticed this was sitting on top of the lower unit ledge. Can this simply be reattached? See Photo. Also, wondering what the other circular metal / cord could be. Thanks for any help. IMG_20200804_093924244.jpg

That's part of the clutch shaft. If I were you I would look up your engine and year model to see the exploded diagram. Use the "Suzuki Marine genuine parts" link at the top of the page. My model does not have a clip, but I can't imagine you not being able to re-attach it with the appropriate jaw for the C-clip tool.

You may want/need to drop the lower unit to get a better angle/view. I would assume there will be some corrosion in the clip seat that might need to be cleaned out prior to reinstalling.
