Best advice is to download/buy a Suzuki service manual for your motor.

Not sure what the manual calls for, but 650 rpms sounds about the normal for idle.
Timing is important, but for many older motors, timing is related to the positon of the flywheel magnets and positon of the stator. If there is any adjustment the manual would tell you how to adjust it. The CDI generally sends a voltage to one, or both plugs when the flywheel magnets pass the ignition coil on the stator. The stator might have a slight adjustment, but the manual would tell you how to adjust it.

    Good luck.
