This is a tiller so there is no real "key on". Fuel supply through the VST all the way to the high pressure pump. Filter on the inlet side is clear. The pump will run for approximately 3 seconds before it shuts down while cranking. Aside from splicing in a gauge there's no real way to check the fuel pressure. Anyone know the psi it should be supplying? Im probably just going to order him a pump. Even when it's running it hardly puts out much fuel disconnected from the rail. Thanks for your input.

When you turn the ignition key to 'on' you should hear several seconds of the high pressure pump running as it charges the high pressure fuel rail then it should shut off
Have you tried taking that apart to check the filter at the bottom of that pump?
This should give you a chance to check the float valve for proper adjustment and make certain it is operating properly
And I assume you already checked the low pressure pump
